Denny Zane is Executive Director of Move LA, an organization working to coalesce environmental, labor, business, community and student leaders and organizations to ensure sufficient funding to provide a clean, efficient, and robust transit system for Los Angeles County. Move LA played a key role in moving Measure R, which provided for a 1/2 cent sales tax increase for transportation purposes, to the Los Angeles County ballot where it was approved by 2/3 of voters on November 4, 2008. Measure R will generate nearly $40 billion in new transportation dollars over 30 years.Zane is also formerly the Mayor and for 12 years a city councilmember in Santa Monica, California and formerly the Executive Director of the Coalition for Clean Air. Denny Zane began his advocacy career as co-manager of the Santa Monica rent control campaigns of the late 1970’s. He was elected a Santa Monica City Councilmember in 1981 and Mayor in 1988. As council member and mayor, Denny initiated and designed the revitalization strategy for Santa Monica’s Third Street Promenade. He also initiated many of Santa Monica’s nationally recognized urban environmental programs, including its alternative fuel vehicle program. Zane also authored much of Santa Monica’s land use and housing policies, perhaps most notably the city’s extensive affordable housing program and what has come to be called its “smart growth” policies. As Mayor of Santa Monica, Zane led the campaign to convince the Los Angeles County Transportation Commission to acquire the Exposition Right-of-Way, where the Exposition Light Rail Line is now being built. While Executive Director at the Coalition for Clean Air from 1992-94, Denny initiated the successful campaign to convince the Los Angeles County MTA to stop purchasing diesel buses and switch to cleaner natural gas buses. He subsequently founded the California Truck Working Group with the late Carl Moyer and Stephanie Williams of the California Trucking Association. The California Truck Working Group, working with then Speaker of the Assembly Antonio Villaraigosa, created the Carl Moyer Program for financing alternatives to diesel trucks and other diesel technologies. As a consultant to the City of El Segundo, Zane designed the successful campaign to stop the expansion of Los Angeles International Airport (LAX). Working with Mayor Mike Gordon, he built a coalition throughout Southern California of over 100 cities and organizations to promote a regional airport solution. During the same period, Denny was a member of the team that organized constituency support for California’s Zero Emission Vehicle program and Assemblywoman Fran Pavley’s landmark legislation to reduce greenhouse gases and retard global warming, AB 1493 and AB 32. As a campaign consultant/organizer, Denny has managed many successful electoral campaigns including three bond measures raising nearly $600 million for Santa Monica College and others seeking voter approval of school parcel taxes and bond measures, as well as the election of more than a dozen Santa Monica City Council members and Julia Brownley to the California State Assembly. He also works as a consultant to Santa Monica College managing their collaborative program with the Santa Monica Big Blue Bus to provide expanded transit services to Santa Monica College students and staff. In 2007, Denny created Move LA to bring together business, labor and environmental leaders and organizations to raise significant new funding for Los Angeles County transit services. Such system enhancements are essential to the environmental health of the region and its long term economic vitality, as well as the quality of life of its residents and businesses. As part of this effort, Denny organized a conference focused on possible strategies to finance Los Angeles County transportation needs. Over 350 Los Angeles County business, labor and environmental leaders attended the conference at the Los Angeles Cathedral to hear experts and key Los Angeles officials, including Los Angeles Mayor Antonio Villaraigosa, address the need to build a coalition to sponsor measures to raise billions of dollars for transit and other transportation projects in Los Angeles County. The result was the placement by LA Metro of Measure R on the November 4, 2008, ballot and its subsequent approval by more than 2/3 of the voters of Los Angeles County. Measure R will provide an additional $40 billion to invest in Los Angeles County transportation systems and services, with nearly 70% dedicated to public transit. During the Measure R campaign, Zane served as a member of the successful campaign consulting team, working on constituency coalition building, press outreach, and special projects. |
