Bridging the $150M Gap: How a MICLA Proposal Can Deliver Shovel-Ready Active Transportation Projects for LA28

In 2026, the Mayor of Los Angeles released the City’s Climate Action Plan committing to "increase in-person commuter mode share of walking, biking, micro mobility, matched rides, or public transit to at least 24% by 2035, prioritizing investments in disadvantaged communities.”

Move LA is working every day to ensure this goal is achieved and has developed an innovative funding solution to accelerate bicycle and pedestrian projects to be constructed by LA28 and put us on the path to achieve our Climate goals.

Our Policy Memorandum and Strawperson Motion outlines almost a dozen projects in at least 9 council districts—including the Council President, the Budget Chair, and the Transportation Chair—that are near shovel-ready (within 6 months), out to bid, or under construction. The City has already secured approximately $440 million in funding for these projects; however, this is a gap of nearly $150 million. 

The City can fill this gap with the Municipal Investment Corporation — MICLA — and address critical gaps in the system. This approach has multiple advantages. It shows City Council and the Mayor can take action to address traffic fatalities at near record levels ( higher than homicides over the past three years). By moving projects from PS&E to construction, it could free up staff to work on planning projects in other districts that do have construction funds (like 14 and 15).
