Move LA Leads Universal Basic Mobility: Empowering South LA with Transportation Solutions

In a groundbreaking initiative, the Los Angeles Department of Transportation (LADOT) launched the Universal Basic Mobility (UBM) pilot program in South Los Angeles with funding from the California Air Resources Board. This ambitious project provides equitable, sustainable, and accessible transportation options to underserved communities, addressing long-standing mobility challenges and fostering economic and environmental resilience. Move LA is now leading the outreach on this pilot through the end of 2025.

What Is Universal Basic Mobility?

Universal Basic Mobility is a transformative approach that recognizes transportation as a fundamental human right. It seeks to ensure that all residents, regardless of income or background, have access to safe, reliable, and affordable mobility options. By integrating various transportation modes and services, UBM aims to reduce dependence on private vehicles, lower emissions, and enhance overall quality of life.

Key Components of the South LA UBM Pilot

1. Electric Vehicle (EV) Charging Infrastructure

The UBM pilot has significantly expanded EV charging access in South LA. Over 115 new chargers have been installed, including solar-powered units at parks and libraries, as well as streetlight-mounted chargers. These installations provide free charging options to residents and support the transition to clean energy transportation.

2. E-Bike Lending Library

In partnership with the Los Angeles CleanTech Incubator, LADOT launched the "South Central Power Up" e-bike lending library. This program offers 250 electric pedal-assist bikes for free, allowing residents to borrow them for up to a month. The initiative promotes sustainable transportation and reduces reliance on cars.

3. Mobility Wallet

The Mobility Wallet pilot provides 2,000 low-income residents with a prepaid card loaded with $150 per month for a year. Funds can be used for various transportation services, including Metro fares, e-bike rentals, and rideshare options like Lyft or Uber. This program enhances mobility and supports economic participation.

4. On-Demand EV Shuttle

A free, on-demand electric vehicle shuttle service operates within the pilot area, offering residents convenient and eco-friendly transportation options. This service addresses last-mile connectivity challenges and complements existing public transit options.

5. Workforce Development Opportunities

The UBM pilot includes workforce training programs in partnership with Los Angeles Trade-Technical College and other community organizations. These programs focus on skills related to EV maintenance, e-bike repair, and clean energy technologies, preparing residents for careers in the growing green economy.

6. Climate Mitigation Solutions

By promoting the use of electric and shared mobility options, the UBM pilot contributes to significant reductions in greenhouse gas emissions and air pollutants. The program is projected to decrease carbon dioxide emissions by 641 metric tons, reduce nitrogen oxides by 265 pounds, and cut particulate matter by 33 pounds, leading to improved public health and environmental quality.
